Residence Permit in Mauritius Through Property Investment: What You Need to Know in 2026

Mauritius continues to attract international investors thanks to its political stability, attractive tax environment, and exceptional quality of life. One of the most sought-after benefits is the possibility of obtaining a Mauritian Residence Permit through a qualifying real estate investment.

However, there are still many misconceptions regarding the actual conditions for obtaining this permit. Here is what foreign investors need to know in 2026.

Who Can Obtain a Residence Permit Through Property Investment?

Foreign nationals may acquire residential properties in specific schemes approved by the Economic Development Board (EDB). Investors purchasing eligible property valued at a minimum of USD 375,000 may qualify for a Mauritian Residence Permit.

The permit is also extended to the investor's spouse and dependent children.

This allows foreign investors and their families to legally reside in Mauritius while enjoying ownership of a property in one of the Indian Ocean's most desirable destinations.

Which Properties Are Eligible?

Foreign buyers cannot purchase any residential property freely in Mauritius. The acquisition must take place within an approved scheme, including:

  • Property Development Scheme (PDS)
  • Smart City Scheme
  • Eligible G+2 Apartments
  • Invest Hotel Scheme (IHS)
  • Certain IRS and RES properties available on the resale market

These developments are regulated by the EDB and typically offer high-quality infrastructure, security, and premium lifestyle amenities.

Minimum Investment Threshold

To qualify for a Residence Permit through real estate investment, the property value must be at least USD 375,000 or the equivalent in a freely convertible foreign currency.

This threshold remains unchanged in 2026.

An Important Clarification: The Residence Permit Is Not Granted Upon Reservation

This is one of the most misunderstood aspects of the Mauritian residency-by-investment programme.

Many foreign investors believe that signing a reservation agreement or a promise of sale immediately entitles them to a Residence Permit. This is incorrect.

According to the EDB guidelines, the Residence Permit is granted only after the effective acquisition of the property. Legally, a property is considered acquired once the transfer has been completed and duly registered with the Mauritian authorities.

In the Case of an Off-Plan Purchase (VEFA)

For a villa or apartment purchased off-plan within a PDS or Smart City development, the process generally follows these steps:

  1. Reservation agreement signed.
  2. Off-plan sale agreement (VEFA) executed.
  3. Payments made according to construction progress.
  4. Completion and delivery of the property.
  5. Final deed signed before a notary.
  6. Transfer of ownership registered.
  7. Residence Permit application finalized.

In other words, an investor who reserves a property today in a development scheduled for completion in two or three years may be eligible for the programme, but will generally receive the Residence Permit only after the property has been delivered and ownership has been legally transferred and registered.

In the Case of a Resale Property

For a completed property purchased on the resale market, the process is typically much faster. Once the deed has been signed, registered, and ownership officially transferred, the Residence Permit application can be submitted immediately.

How Long Is the Residence Permit Valid?

The Residence Permit granted through a qualifying real estate investment may be issued for a period of up to 20 years, subject to the regulations in force in Mauritius.

Upon expiry, the permit may be renewed provided that the holder continues to meet the applicable eligibility requirements, including maintaining ownership of the qualifying property.

The spouse and dependent children of the main applicant also benefit from residence permits linked to that of the principal holder.

If the property is sold or the eligibility requirements are no longer met, the Residence Permit may not be renewed or may cease to remain valid in accordance with the applicable regulations.

How Long Is the Residence Permit Valid?

The Residence Permit remains valid as long as the investor retains ownership of the qualifying property.

If the property is sold, the permit generally ceases to be valid unless the investor acquires another property meeting the applicable eligibility requirements.

Can Residence Permit Holders Work in Mauritius?

Yes.

Residence Permit holders may live in Mauritius and manage their investments or business interests in accordance with the country's regulations.

This flexibility is one of the reasons why Mauritius remains attractive to entrepreneurs, retirees, and international investors.

Why Mauritius Remains Attractive from a Tax Perspective

Mauritius continues to offer a competitive fiscal environment, including:

  • No wealth tax
  • No local council tax on residential property
  • No inheritance tax for direct heirs
  • Competitive income tax regime
  • Extensive network of double taxation agreements

As every investor's situation is unique, professional tax advice should always be sought before making an investment decision.

Does the Residence Permit Lead to Mauritian Citizenship?

No.

Obtaining a Residence Permit does not automatically grant Mauritian citizenship or nationality. It simply provides the right to reside in Mauritius as long as the applicable conditions continue to be met.

Why Invest in Mauritius in 2026?

Mauritius remains one of the most attractive investment destinations due to:

  • Political and economic stability
  • Secure legal framework
  • High quality of life
  • Tropical climate year-round
  • Modern infrastructure
  • Excellent international air connectivity
  • Strong demand for premium real estate

Whether for relocation, retirement planning, or international portfolio diversification, Mauritius continues to offer compelling opportunities for foreign investors.

Conclusion

Property investment remains one of the most attractive pathways to obtaining a Residence Permit in Mauritius. However, investors should understand that an off-plan purchase (VEFA) does not immediately confer residency rights. The Residence Permit is granted only after the effective acquisition of the property, completion of the development when applicable, and registration of the ownership transfer with the relevant authorities.

Understanding this distinction is essential for planning a successful investment and relocation project in Mauritius.
