More and more buyers, both residents and foreigners, are turning to off-plan property purchases in Mauritius. It is an attractive option, provided you fully understand what you are committing to.
Here is what you need to know before taking the plunge.
What is VEFA?
VEFA (Vente en l'État Futur d'Achèvement) is the French legal term for an off-plan purchase — buying a property before or during construction. You sign a reservation agreement (CRP), followed by a deed of sale with a notary, and receive the keys upon completion.
The Benefits
A price locked in from day one
Once the reservation agreement (CRP) is signed with the notary, your price is fixed. Whatever happens on the market during construction, you will not be subject to any increase. This is real protection in a rising market.
Early buyers get the best price
Prices increase as units are sold. Reserving early means buying at the best price — later buyers typically pay more for the same property.
Staged payments linked to construction progress
This is one of the key advantages of off-plan buying. You do not pay everything upfront — payments are tied to construction milestones. As an example, on a programme currently on the market in Mauritius :
— 10% at signature of the reservation agreement — An additional 15% upon notification of the deed of sale — 10% at signature of the deed of sale (DOS) — 35% cumulative — Progressive payments of 5% to 10% at each key stage: ground floor, slab, walls, roof, plastering, finishes… — 5% at key handover
This type of schedule allows you to spread the financial effort over nearly two years.
Independent construction monitoring
Serious developments now appoint a Quantity Surveyor (QS) — an independent expert who certifies actual construction progress before each payment is triggered. Some developers also bring in recognised technical inspection bodies such as Apave or equivalent, ensuring compliance and build quality. This is a positive development in the Mauritian market that strengthens buyer protection.
Potential capital gain at delivery
In well-located developments, the market value of the property at completion is often higher than the initial purchase price. A real advantage for investors.
The notarised CRP triggers the EDB process
This is something many buyers are unaware of: once the reservation agreement is signed with the notary, it officially triggers the EDB process for obtaining a residence permit (for eligible foreign buyers). Do not delay signing if you wish to move forward with your residency application.
Risks and Points to Watch
Delivery timelines
Construction takes time. From signature to key handover, allow 18 to 24 months. It is important to factor this into your planning — particularly if you are buying to move in or to generate rental income.
Buying without seeing the finished product
You are buying based on plans and visuals. If the development is in its second or third phase, visit completed units from previous phases — this is the most reliable indicator of the actual finish quality.
The developer's track record
This is the number one criterion. Past projects, delivery timelines, quality of finishes — we share this information with you when presenting each programme.
What to Check Before Signing
- The reservation agreement (CRP): read it carefully. It must specify the price, timelines, withdrawal conditions and any applicable penalties.
- The financial completion guarantee (GFA): this ensures the property will be delivered even if the developer faces financial difficulties. Make sure it is in place.
- The ten-year structural warranty (garantie décennale): this covers construction defects for 10 years after delivery. Always require it.
- The payment schedule: make sure payments are genuinely linked to construction progress, not to fixed dates independent of the build.
